What the GCA Actually Says

- Section 8 — prohibits participating in remote gambling activities offered by an unauthorised operator
- Section 14 — prohibits providing gambling service without a licence issued by the GRA
- Section 15 — prohibits promoting or facilitating unauthorised remote gambling (targets affiliates)
- Section 51 — MAS-affiliated financial institutions must block payment transactions to unauthorised gambling operators
Individual players who bet with unauthorised offshore operators face fines up to SGD 5,000 under Section 8, though prosecution focus has historically been on operators and payment intermediaries rather than individual bettors. Enforcement rarely reaches individual player level — but the legal exposure exists in text.
Domestic Authorized Operators
Only two operators are GRA-authorised for remote gambling in Singapore in 2026:
- Singapore Pools — GRA-licensed for 4D, TOTO, Sports betting online
- Singapore Turf Club — GRA-licensed for horse racing betting (products consolidated into Singapore Pools’ platform since STC ceased operations in October 2024)
No offshore casino operator holds a GRA licence for the Singapore market. This means every online casino serving Singaporean players — from Stake to Roobet to any MY-focused operator that accepts SGD — operates outside domestic authorization.
How PayNow Is Handled at Offshore Casinos in 2026
Under GRA cooperation with MAS, Singapore’s local banks and PayNow infrastructure are required to block direct payment transactions to identified offshore gambling operators. This has pushed offshore casinos to route SGD deposits through:
- Intermediate e-wallets that mask the merchant identity
- Cryptocurrency deposits (USDT is dominant for SG players)
- International bank cards with cross-border processing that skirts local restriction
Each of these methods adds friction, fees, and — critically — regulatory exposure for both the player and the intermediary. A blocked PayNow transaction is not merely a UX inconvenience; it can trigger AML review at the player’s bank.

- Understand the exposure — Section 8 of the GCA creates a legal risk that does not exist under Malaysian law. Individual prosecution is rare but possible.
- Do not use PayNow directly for offshore casino deposits — banks will block these and it may trigger downstream review
